Today I was told that it is against co policy to have a web cam in my moms room. The reason being it was to protect the privacy of the caregivers. Really? Why would the caregivers need privacy caring for my mom? This makes me feel very uneasy. Is there any legal document / law that I can present that would help support my wanting to keep a camera in room? Any ideas how to approach this would be appreciated.

Find Care & Housing
This is a good question. I remember asking this myself. Here are some follow up questions you might ask to see what happens: what if you post a 'video surveillance in progress' sign on the door to remind the caregivers that in the living room they are under surveillance? How about a video recording without the sound component? Seems I have heard something about the sound can't be transmitted.... There there's always spy cams.... I'm going to follow this one with interest.
