Friend is paying her own car insurance, utilities, groceries, cigarettes, fast food, etc. The little elderly lady supposedly gave friend her permission to use bank card. Elderly lady has been living at friends house for @ 6 months, she has not been seen by a Dr but is on blood pressure medication per her previous Dr. she used in her old hometown. APS has visited with both parties, and is checking bank statements. How long does this process usually take?

Seeing this different or perhaps I am wrong.
Elderly lady is living at friend’s house for six months.
I am guessing friend is taking care of her as she has dementia.
So is elderly lady paying rent, share of utilities, groceries?

Who are you in relationship to the elderly lady? How were you able to figure out this exploitation was happening?

Do you know if she has a PoA? If so, this is who needs to be notified. If she doesn't seem to have a PoA calling APS was the right thing to do, but if she has adult children or a trustworthy family member then they should also be notified.

So relieved that APS is on this case. The details of the case and how difficult all the checking is will dictate how long. And it is unlikely, if you are not family or POA, that much of the details will come to you. That would be a violation of privacy. Just let APS you want to know she is safe and watched over. So glad you reported this.

Call the police. This is theft.

It's not theft until it can be proven that the "friend" knew the elder has dementia and was exploiting this. APS seems to be in the process of figuring this out.
