My Father is a resident in an Independent Living facility that is called an independent plus facility. The facility does not provide additional care but has several people who have companies to provide extra care that you can contract with. The facility is poorly managed and theee are many safety and health issues. Periodical non working fire alarms, water pump shutdowns so no showers or water for several days, yesterday there was no one to cook meals so they ordered pizzas for dinner. Last week pizza was delivered at 9 pm because the only dinner served was sandwiches which the residents complained about after several evenings of sandwiches for dinner. A glass elevator with a huge crack in the glass, rooms not cleaned on a regular basis. Inadequate staff - asst.manager, marketing person quit. No staff at entrance. Recents thefts from residents where management reminded residents to lock their doors. I could on and on. Because it’s not an Assisted Living facility there is no licensure or oversight. Any ideas?
Water issues are an inhabitability violation of any rental agreement, and your father would be entirely within his rights to break the lease and move out.
I would think any facility claiming they care for Seniors/elderly have to be licensed in some way by the State. If they except any government funding, like Medicaid, they answer to the State.

Health Department. If there are issues with water then the Kitchen can not operate within code.
Sprinkle system would be Fire code violation.
some of the other issues are probably under State Code but Local departments must follow State codes if they are more strict than local ones.
I would contact the Building Department of your local City or County.
I would also begin to look for another IL facility
