In April family members had deputies come to our home, pick her up for evaluation at Dodge County hospital in the new behavior evaluation department. I asked for discharge plans and was scheduled to have phone appointments at VFC 10:00 am. I called she hadn't arrived to work. Next visitation asked for info, was told physicians were gonna speak with me. Stayed hours over visiting hours but nothing. I called, explained I was being treated for pneumonia, COPD. 2 days later call, they had discharged her under my POA sister that my mother and her have never gotten along with one another. Moved to assisted living center against her will. Told me if I got her upset, I would be evicted and restraining order against me and I would not be able to see her at all. I am her baby daughter and we have always been close. She wrote in 2009 a last living declaration and notarized letter leaving me as Executor but don't know how my family got this done. My mother has dementia but not full term.
In addition, I'm somewhat confused. You wrote:

It's kind of hard to figure out all the players and would help if you could state who these people are - police, administrators, DON...etc.
