Hello. My in laws live 4 hours from us. My husband's siblings can't really help. The issue is transportation. My mother in law has given up driving and goes to the store once a month when my sister in law can take her. The major issue is my father in law. He goes down the road to the gasoline station every other day for cigarettes. He can't buy cartons of them because he will smoke them all because he has no will power. Also, he refuses to use the medical cab for his doctor's appointments an hour away. He has already taken out a neighbor's fence. They have Medicare, live in a small town, and we all are not financially well off. How can we help them completely stop driving? We are afraid my father in law will injure a person next.

You can have someone disable the car so it can not be driven but still having it on the property might be a problem.
Once the car is gone he will have no choice other than to take the medical cab.
If you have the plugs pulled, have the person stick a note inside where they'd be saying the plugs were removed for the safety of your elderly parents and not to fix the car. Include your name and phone number if the repair person has a question.
