Family can prefill the mediplanner but a hired home care aide or CNA cannot refill it as that can be considered dispensing medications and that is not within their scope of practice. A CNA can remind the person to take their meds when they are there in the home. 
Home care RN's can prefill mediplanners for a week as needed until care is discontinued.
You can search your states' Health care licensing office in Maryland it is mbon.org (Maryland Board of Nursing) probably similar in other states. That department takes care of health care licensing and scope of practice for each discipline (CNA, LPN, RN).

Our daughter did my husband's -- thank heavens! That can be a lengthy and stressful situation. While we had a visiting nurse she filled the boxes. A visiting nurse also did it for my mother.

You are probably asking if there are any requirements about who can do this. I think if it is someone you are paying to care for your loved one there are certain medical qualifications. For example, you can't just ask the cleaning lady to fill the boxes on Mondays. I'll bet someone else here will know exactly.

You can get the pharmacy to package medications in dosettes or blister packs, my pharmacy will also include OTC medications. This is also a good way to see at a glance whether the meds are being taken properly.

Do you mean a box with places for meds each day according to morning, noon, super, and bed time?
