We just moved my mother to assistive living. I am her durable financial power of attorney and according to the papers I am in charge of the house and all tanglable and nontanglable items in the house. My younger sister took mothers keys and gave all five of my daugters keys against my wishes. I am concerned of some of the girls taking things so we changed the locks. Did I do the right thing

From what I can tell, you have legal authority to do that, but I'm not an attorney. Whether it was the only thing you could do to protect your mother's property, only you can tell. It's sad for your family that it had to come to this, as obviously this move will cause hard feelings. However, in some families drastic measures are needed. I'm sorry you have this situation.
