I just recently moved back to my old neighborhood after being gone for many years. My Mom's toenails have not been cared for and some are curling and have so much hard keratin build-up. I've soaked once and managed to improve it somewhat but I am wondering how I can do better for her. Should I take her for a pedicure or go to a podiatrist? My brother has POA (she has dementia, probably middle stage); do I need his consent?
Is she living alone?

Offer to take her , I can’t see why your brother would say No . Do you think he would say No?
Being a man, he may not realize the needs of a woman. So approach it that way.

Your brother may not want to go into a nail salon but would happily go to a Dr.
It sounds like you have a plan for your moms nails. My uncle used a Dremel such as the one on the link. It did the job for several family members in their 90s.

Let the POA know she needs to attend podiatrist. He will have the means to make the appointment as he is currently, I assume, in charge of her medical and medical documents.
