This whole answer is written from the point of view of an elderly couple going to apply for Medicaid.

If you are not over the age of 65, and you are on Medicaid expansion...the limit is 180% percent of the federal poverty line for two.

For elderly people....
Medicaid does not look at the combined income.

The individual can have an income of approx $2,000 plus assets of $2,000

The income of the other, community spouse (the one not entering NH is referred to as the community spouse) is not considered. If the community spouse has income below $1,800 there could be special consideration to allow an addition amount from the spouse entering the NH. But..usually not above $2,000

The combined assets however are considered jointly. Usually the community spouse will keep half..up to approx. $80,000... the house is possibly going to have a lien on it from medicaid..but the community spouse will be allowed to continue to occupy.
