Your profile explains that the lady in question has dementia and lives in a nursing home.

The only justification for preventing anyone from visiting her would be that the visit would not be in her best interests. For example, if her dementia is advanced to a point where she tends to be confused, distressed or frightened by the visit, it would be better *for her* for it not to happen. This can be very hard for people who care about her to accept, of course; but the important thing is to put the elder's welfare first.
