Im not sure if illegal would be the term I would use but if someone needs their insulin shot and there are clean needles available then it might be a necessary choice. It sounds like there is mismanagement of the supplies. And, of course, the unused needle from the other patient would need to be replaced. Sounds like a stressful situation for you to sort through.

I don't see why. As long as its an unused needles. I am sure my VNA nurses had needles on hand to give clients shots if they were out of needles. (Clients supplied their own supplies, we were non-profit) Don't think syringes are DNA controlled.
