My mother has mobility issues related to a broken hip and replacement. She is weak, has recuring UTIs, and often has hallucinations and is disoriented. We live in a home with stairs leading to a walkway from a deck. My mother often falls due to weakness and getting her down the stairs is becoming a real safety concern. My mother is receiving VA benefits via her deceased husband who was a veteran.

Yes they do but I'm not sure if widowed spouses qualify. You will want to ask the local VSO or state vet department to help you apply and to see if she qualifies.
It may be part of Aid & Attendance but thats something you can ask the VSO rep.

You could also check with your Area Agency on Aging. There are sometimes allocations for handicap ramps and grab bars and other repairs available in different locations.
