Call your local Office of the aging. My local one has buses to help elderly and disabled get around. Red Cross may have drivers. Does she have a Church? Maybe someone can help.

Also, check with your local senior centers. One in our area has contracted with the local public transit company to use one of its "small bus" or "point to point" service. It provides trips to 2 grocery stores locally. I believe it also provides medical transport but don't recall for sure.

Paratransit options through the local transit company are often good solutions, and they're cheap (at least in my area), but distances are limited to a certain number of miles from the source to the destination point.
