Seems to me you are caring for someone other than Mom. You have also asked about Medicare and Medicaid in a couple of other posts. You have answers explaining both so won't go into it now.

When your client (lets call her) runs out of money, then she may need to go into a NH because there is no government agency, other than Medicaid, who will pay for Caregivers 24/7. Before her money runs out either she or someone assigned POA has to apply to Medicaid for in home care. Like replied in other posts, Medicaid may only pay for a few hours. Not all agencies take Medicaid. Not all States pay family to do the care.

Then there is Medicaid for Nursing home care. Again, don't wait till the client runs out of money. An application needs to be made out and can take 3 months before you know if a person has been excepted.

According to your profile your LO is a double amputee and has dementia/ALZ, correct? Does Ms Shirley have assets that she can sell to help pay for her care, like a home, car, other investments or assets?

If not, Medicaid is the state-run program that will pay for her full-time LTC in a facility when she has $2000 left total. I'm not aware of any program that will pay for full-time in-home private care. Hopefully whoever has been managing her money (her Financial PoA) has been doing so fastidiously so that Ms Shirley will qualify when her representative applies on her behalf. In many states the "look back" period on the application is 5 years.

Ms Shirley needs to be applied for Medicaid, but even if she is approved for Medicaid its possible the private caregivers still won't be paid by Medicaid.
