She has night time caregiver. We've thought about taking the phone away at night... that's a big step - if we do that she's going to think "the neighbors cut her lines" and freak out. She is an American and a tax payer for more than most of those cops have been alive... doesn't she have the "right" to call them? they have her on a list and know all about her condition and that we are trying to get to the bottom of it. I think she should have access to a phone. She's still a person, she still calls family members. She even emails me daily! I was hoping for an answer that would still be treating her like a person with respect... rather than treating her like a old crazy lady like the cops do!

Do not give her access to a phone! I can certainly understand why 911 and the fire dept. are angry because they are emergency services and they HAVE TO come if they are called, continual nuisance calls take them away from real life emergencies. She should not have access to a phone. You didn't mention whether she lives alone or not.
