Mom suffers from dementia and is paranoid that people are stealing from her. Her suspicion teeters back and forth primarily between my sister and me and she is constantly changing the locks on her house whenever she misplaces her keys (which is often).

Yes, you do. You are responsible for your mom's care should anything happen to her. They may times Emergency Services as well as others need to get in and check on her. Someone else needs a key. You could call the lock provider she uses and tell them you are POA. They could "pretend" they are changing the locks but not do so unless you or other POA gives authorization.
