If you mean how do you obtain home health care, contact the doctor who'll be treating her when she returns and ask for a script for home health care. Ask if their office has any recommendations; if not, begin researching home care in your area. Contact several agencies, compare philosophies, ask very specific questions, until you find one with which you're comfortable.

If you mean, however, that you want to apply to become a home health care provider yourself, I'm not sure why you would want to since you're her mother and you'd be caring for her anyway. What advantage would there be? You'd have to explore what licensing and standards are required, probably take some training, but how long would that take and what it gain you?

I'm just not too clear on what you're asking in terms of providing care for your daughter. Could you explain?

Is she expected to make a full recovery or was there also brain damage? I would visit your local county health dept and follow their suggestions. Does she need to be in rehab for a while?

Dg, I forgot to also express concern for you and your daughter as she works through the next months of recovery. I'm sure this must be a devastating event for both of you.

She will need extensive time in a rehab facility with professional care. This is not the kind of care that you can provide. If she needs home care, it will be ordered by her MD and provided by an agency, not by family. Her automobile insurance should cover this and her lost wages.

And she may need to apply for disability. You can hire anyone you want, but IL. does not have a program to pay you. I am sorry for her accident.
